President’s Message
The dictionary defines “community” as: a body of people living in the same locality; a sense of common identity; life in association with others; social bonding or affiliation.
As a nation we say we support “community reentry” for those who break the law and accept their subsequent punishments. YET – as a society we are still often reluctant to accept ex-offenders as our neighbors, co-workers, employees, and fellow citizens. Without access to affordable housing, or employment, or the ability to adopt or raise foster children, or the right to vote, these individuals remain on the sidelines.
Until barriers such as these are removed, our community is not complete, not authentic. This is what OAR is all about – working toward a future where ALL individuals are truly supported in their quest to live “in community”.

Mission Statement
The mission of Offender Aid and Restoration (OAR) of Richmond, Inc. is to provide community managed services aimed at restoring the individual offender as a responsible member of the community.
Program Highlights

Volunteers
137 volunteers and interns provided 3,965 hours of service as group facilitators, mentors, special projects consultants, and Board members at a value of $82,987 based on the Virginia average hourly rate for volunteer services.
Noteworthy Accomplishment
In September, 2009, OAR was selected to receive one of 36 Second Chance Mentoring and Transition Services two-year grants awarded nationally by the U.S. Dept. of Justice. We immediately got to work. We needed to recruit, train, and match people to be Second Chance coaches for inmates from our partner prisons who volunteered for the program. Coaches visit with their matched participant for several months prior to his/her release and continue their commitment after release for one year. To date, we have matched all of our trained coaches and have begun recruitment efforts once again. Our released participants are enjoying the community support their coaches provide. They continue to receive services from their OAR case manager, but they have a new “friend” looking out for them in the community. Thanks to some very dedicated volunteers, our Second Chance participants are experiencing a unique kind of reintegration into their community this time.
First Second Chance Participant
Hank, a 39 year old from Richmond, began working with the Richmond Regional Reentry Program Services Team in May, 2009, while incarcerated at Powhatan Correctional Center. He had served time as an adult twice before and was eager to have a successful reentry this time. The team focused primarily on his home plan concerns and then began preparing him for potential employment. While incarcerated, Hank stayed very busy working in the kitchen and taking Productive Citizenship classes. He wanted to take GED classes, but was unable to enroll before his release. Hank was paired with OAR’s first Second Chance Project coaches, the Briggs, in December, 2009. They met 4 times prior to his release and have been meeting once a week since his release in February. Along with tutoring Hank while he attended GED classes, the Briggs provided job leads and took him to some interviews.
Hank followed up on job leads, worked at a local temp agency, and had some interviews before he obtained employment in June with a local grocer. He became frustrated some days, but never gave up and the Briggs were always there for him—providing encouragement and support. Hank has rented his first apartment and received furniture and household items from CARITAS’ Furniture Bank. He is going to GED classes at OAR, seeing the Briggs regularly, and looking forward to the one-year anniversary of his release. He is very appreciative of his friendship with the Briggs and the community support—he says his release is different this time because of all the support!
