Annual Report
President’s Message
During this past year
one of our board committees has focused on how OAR can better
communicate its mission to the larger community. This has prompted me
to reflect that every so often it is also very healthy
for
a not-for-profit organization to look at what it does from the
perspective of the “customers” or clients it serves. In other words,
how would those who receive our services describe OAR? Here are a few
examples heard by our staff:

Ultimately, those we
serve can describe the impact of our mission best of all. Their words
are the ones we need to hear and remember.

Mission
Statement
The mission of Offender
Aid and Restoration (OAR) of Richmond, Inc. is to provide community
managed services aimed at restoring the individual offender as a
responsible member of the community.

Volunteers
120
volunteers and interns provided 3,779 hours of service as group
facilitators, mentors, special projects consultants, and Board members
at a value of $77,583 based on the Virginia average hourly rate for
volunteer services.
One
Client's Powerful Reentry Story
Josey, a 35 year old
African American female from Richmond, was released from the Richmond
City Jail in late April, 2009 and came to OAR's post-release services
office May 1. During her intake interview she admitted that all of her
past convictions and marital problems, unemployment, and loss of custody
of her daughter were related to her alcohol use. Previous inpatient
substance abuse programs and outpatient treatment groups had not been
successful; however, Josey told the case manager during her intake that
she could not continue her alcohol dependence and now understood that
drinking was either going to kill her or get her locked up for a very
long time.
She immediately began
working on the service plan that she and her case manager developed.
She enrolled in the GED class at OAR and began seeing the Substance
Abuse counselor and attending weekly counseling groups. During all this,
she was also job searching and submitted over 15 job applications before
she obtained employment in August. She also voluntarily began attending
parenting classes in hopes of regaining custody of her daughter.
Josey has remained
clean and sober since her release from jail and beams with pride at that
accomplishment. She has been a delight for staff to work with and to
watch her whole demeanor change from a depressed and sad young woman to
one who is now smiling every time she comes into the office and
constantly talking about getting her GED and reuniting with her
daughter.
Administrative Highlights
OAR
was successful in raising $30,000 to match a Mary Morton Parsons
Foundation challenge grant.
Christmas 2008 was a
special time for OAR clients thanks to the generosity of the Church of
the Epiphany, Sixth Baptist Church, and a number of individual donors.
21 pre-release clients’ families including 44 children received gift
cards, toys, candy, clothes and many other items and 85 post-release
clients were treated to a party and were able to “shop” at our Christmas
store set up just for them by a crew of 10 staff and volunteers.
The Richmond Regional
Offender Reentry initiative, co-coordinated by the Richmond Department
of Social Services and OAR, has expanded to the surrounding counties in
order to serve inmates from those localities who will be releasing from
our partner prisons, Fluvanna, James River, and Powhatan Correctional
Centers.
