The Power of Reentry Prisoner reentry is a powerful concept. Think about it. Reentry is powerful for offenders who make this their goal. Returning to society, adjusting to freedom, connecting to services, contributing to family and community – these steps are incredibly difficult to achieve. But when the individual is successful it means there has been a powerful and significant transformation in his or her life. Reentry is also powerful for the larger community. Neighbors, friends, employers and service providers – our welcoming and supportive actions are critical to successful reentry and to public safety. We forgive the crime, acknowledge that the debt has been paid, and offer hope for a better future. In doing so, we reinforce and sustain powerful community values. Mission Statement The mission of Offender Aid and Restoration (OAR) of Richmond, Inc. is to provide community managed services aimed at restoring the individual offender as a responsible member of the community.
Program Highlights Pre-Release Services Chesterfield County Jail, Henrico County Jail and Regional Jail, Pamunkey Regional Jail, Petersburg City Jail and Annex, and Richmond City Jail

Post-Release Services Offices in Chesterfield, Petersburg, and Richmond b 2,251 clients served b 22,009 units of service provided b 645 clients attended Job Search classes b 882 identification documents secured b 1,545 clients received emergency services such as clothing, medications, food referrals, personal hygiene items, and housing b 11,562 job search assistance and job retention support service units provided b 307 full-time and 35 part-time jobs obtained
Volunteers 105 volunteers provided 3,258 hours of service as group facilitators, mentors, special projects consultants, and Board members at a value of $61,153 based on the national hourly rate for volunteer services.
One Client's Powerful Reentry Story Mark was incarcerated at age 17 and released at age 42. After his release, he came to OAR for assistance. All he asked for was a small number of bus tickets for his job search. Mark was employed within 3 weeks of his return to the community. One year later, Mark got a second full-time job working in the evenings. He has received his 2 year job retention incentive from OAR and will be receiving his incentive for 3 years of consistent employment in a few months. He has his own apartment and is still working 2 jobs. Mark regularly checks in with his case manager and has spoken to OAR's job search class for new post-release clients. When Mark was asked how he came out of prison so prepared and ready to move on with his life so successfully after serving 25 years, he explained that he started his preparation as soon as he was incarcerated by taking every class and vocational trade that was available for him, saving his money, learning from the old timers inside, and keeping up with current events by reading several newspapers daily. He doesn't understand why his success during his reentry is so remarkable--he thinks every inmate could do the same thing if he just took control of his situation and used every minute in prison to prepare for getting out. Mark could write a book about the power of reentry!
Administrative Highlights Ø Reopened a post-release office in Chesterfield County and relocated the post-release office in Petersburg. Through cooperative agreements, both offices were moved to the Workforce Development one-stop centers providing better access for additional clients in those two communities. Ø Developed and implemented the AND (A New Direction) Program in collaboration with the Richmond Department of Adult Probation Services, the Commonwealth’s Attorney, the Public Defender, YWCA, Minority Health Consortium, and a number of other community partners and volunteers. The AND program is designed to provide treatment and support services to prostitutes who are ordered by the court to participate in the program as well as women in the Richmond City Jail who volunteer to participate in the program. Ø Continued coordination of a pilot offender reentry program initiative in partnership with the Richmond Department of Social Services. Richmond was selected as one of five pilot sites in the Commonwealth. Ø Participated as a member of the Community Services Team, a multi-disciplinary group of local service providers, that reviews cases of individuals who have been determined chronically homeless and in need of collaborative intervention to assist with the development of a treatment plan and long-term housing solution. Ø Celebrated the second anniversary of the Boaz & Ruth @ OAR retail store, a fund development collaboration. Ø Initiated a plan to co-casemanage a pilot group of clients who are also receiving services from the city’s Workforce Development one-stop center. Ø Entered into an agreement with the Virginia Department of Health to assist in providing easier access to incarcerated and previously incarcerated individuals for HIV testing and follow-up support services. Ø Received a donation of over 4,000 work boots and distributed half of them to 8 other community organizations.
